Distraction burglary don't be a victim
The message is simple:  IF YOU'RE UNSURE, DON'T OPEN THE DOOR

Distraction burglary is where a bogus caller tells lies to con their way into a home to steal possessions, or creates a diversion so an accomplice can sneak in.  These criminals often use fake identities, including water, gas and electricity company personnel.

The following tips will help you to keep any unwelcome visitors from entering your property:

  • STOP       Are you expecting anyone?  Is the back door locked?
  • CHAIN      Put the chain on before opening the door
  • CHECK    Ask to see the caller's identification.  Check it by phone

If you are suspicious of callers in your area, phone your local police on: 0845 045 4545
or In an emergency or if a crime is in progress dial 999

Update: Following the recent reports of criminal damage in the Charlton Road, Harrow Way, Upper Drove and Mylen Road area special patrols have taken place and we are pleased to report that we have seen a 90% reduction in calls to the area.
Introducing PS 5534 Dave Phillips Safer Neighbourhoods Team, Andover South (Winton, Millway, St Mary's Wards including Town Centre)

Since 29/01/07 the 5 officers,1 PCSO, and 6 Special Constables on the team have been concentrating on areas that have reports of crime or juvenile nuisance. A large number of persons, mainly juvenile, have been stopped and asked to account for their presence in the area. A large quantity of alcohol and tobacco has been seized and either advice given or penalty notices for disorder issued.
Our targets are identified by crime statistics and community intelligence, there are several locations we are visiting and a larger police presence should be seen. We welcome any information from Neighbourhood Watches and would be willing to attend any meetings, duties allowing.
As the team Sergeant, I would want a closer liaison with NHW schemes in the south, (south of the railway line in Andover basically.) Any calls should be replied to, and if not please let me know.
We hope to have a specific e mail address set up in the near future to allow you to contact us easily.

There have been several vehicles taken or broken into with items, including Sat Nav, being stolen.
The level of security on older vehicles tends to be less than that on newer vehicles, making them easier targets. So:
  • If you have access to a garage, use it.  Clear out all the junk and use your garage for the purpose it was intended. This would prevent a large number of offences and also make it more comfortable on these icy mornings.
  • Buy a steering wheel lock that meets the Secure By Design standard. These are a good investment and provide both a physical and visual barrier to the thief.
  • Don't be tempted to leave your keys in the vehicle, not even for a moment. A thief will take the opportunity to get into your car and drive it away it only takes a second.
  • Equally don't leave your engine running on a cold morning while you defrost the car. Again this is a good chance for thieves to make off with the vehicle.
Consider fitting an alarm system with immobiliser. This is an effective means of preventing the theft of your vehicle and may even qualify you for a reduction in your insurance premium.

Prevent the 'Shedache' of Becoming A Victim Of Crime
Advice from Crime Prevention Officer (Test Valley), Melody Manning:
Many people go to a great deal of trouble securing their house and property while at the same time leaving valuable property in a shed or garage which is either left insecure or is in such a poor state of repair that it doesn't provide a barrier to a would-be thief.

Gardening tools and furniture are not cheap. They are also very saleable items for the thief. Don't make it easy to steal them and remember that tools stolen from your shed could be used to burgle your house.

There are a number of simple steps that can be taken to prevent shed crime:

Make sure your shed or garage is sturdy. If not, make this a priority and improve the fabric of the building.
  • Fit a quality lock on the door. Choose a closed-shackle padlock and bolt the fittings onto the door and fit a steel plate on the inside to reinforce the door
  • Make sure any windows are secured. Consider fitting a grille or bars to prevent access. Fit a blind or net curtain to stop would-be thieves from looking inside
  • Postcode all property such as cycles, lawnmowers, hedge trimmers and garden furniture by engraving, stamping or even painting. Visually marked property does have a deterrent effect upon the thief
  • Chain items together and fix the chain securely to the fabric of the building
  • Light up your shed. Fit an energy-efficient dusk to dawn light. Thieves don't like being seen, and this will make them feel uncomfortable
  • Shed alarms are a simple and effective device in preventing crime and are battery-operated

With the recent inclement weather some of the Neighbourhood Watch signs have become very grubby and difficult to read.  To ensure that it is obvious to everyone that the local neighbourhood watch is active and noticeable perhaps a quick "wash and brush up" would assist. Also a check on the condition of all your local road signs would be a good idea, and let your local authority know of any that need attention by ringing the 101 number.

STOP PRESS

Christmas Advice from our Crime Prevention Officers
Reduce the Chance of Christmas Crime
With the Christmas holiday season almost upon us.....
When the shops are crowded, pickpockets have more chance to steal from you so make sure you stay alert and be extra careful with your wallet or purse.  Have your wallet/purse close to your body and don't carry too much cash.  The same applies to travelling on crowded buses or trains.  If you travel by car, make sure you park in a well-lit area, lock all doors and windows and do not leave presents or anything of value on view.  Try not to return to your car to leave purchases in the boot before continuing with your shopping trip as thieves may watch car parks for just such a chance.  Keep your chequebook and cheque card separately.
Having bought all of those wonderful presents, don't make it easy for someone to steal from your home.  Keep them out of sight until last thing on Christmas Eve and if you 'hide' or store larger presents such as bicycles in the shed or outbuilding, make sure they are very secure. Remember to record the frame numbers of cycles and serial numbers of electrical equipment for future reference and property code all new items.  Remember, empty boxes left outside advertise that you have new goods inside so dispose of packaging and boxes carefully.
Out on the Town - With office parties and general Christmas celebrations, pubs, restaurants and other venues are often crowded. Don't leave bags over the back of your chair and keep wallets and purses close to your body to make it more difficult for pickpockets. Busy places make it easier for the sneak thief, so be alert at all times.
Make prior arrangements as to how you will get home. Avoid any potential disturbances on the street. Stay with friends if you can. Avoid the temptation to take a minicab on the street even if you are having difficulty getting a cab. Make sure someone knows where you are going and what time you will be back. Don't drink too much - you could become a target for thieves.
If you go out for the evening:
  • Make it appear as if someone is at home by leaving lights and radio on
  • Don't leave curtains open so people can see your decorations as potential thieves can see in
  • Be extra careful about locking doors and windows
  • As a fire precaution, don't leave Christmas lights on in the house whilst you are out
If you go away for the holiday period:
  • Use an automatic timer for lights

  • Ask a trusted neighbour to watch your home
  • Cancel newspapers and milk
  • Have your neighbour take mail into the house - unopened Christmas cards and mail are a sure sign that a house is empty
